Water Services Regulatory Board starts again to hire chief executive officer

Water Services Regulatory Board is a government firm that sets standards for licensed water services firms. It gives rules, standards, and guidelines on water services to protect consumers.

Water Services Regulatory Board has advertised again the vacancy of its chief executive officer. The regulator first invited applicants for the position in May 2021. The applications were to get to the chairman of the board of directors by the end of the day on 18 May 2021.

Seven months later the board has announced the vacancy again.

The regulator is seeking to replace Mr Robert Gakubia who served for 12 years as the chief executive officer. He left the firm in May 2021.

The chief executive officer is responsible to the board of directors in implementing the firm’s strategic goals. In addition, the CEO oversees daily running of the firm.

What skills must a candidate have?

  1. At least 15 years’ working experience. Five of them must have been in senior management.
  2. A master’s degree in either law, engineering, economics, business administration, or relevant field from a recognised institution.
  3. A bachelor’s degree in law, engineering, economics, or any other relevant field from a
    recognised institution.
  4. Membership to a professional body and member in good standing, if applicable.
  5. Leadership course lasting not less than four weeks from a recognised institution.
  6. Demonstrated results in work performance

In addition, shortlisted candidates must satisfy requirements of Chapter Six of the Constitution. They must have certificate of good conduct, certificate from Higher Education Loans Board, tax compliance certificate, Ethics and Anti-Corruption Commission clearance and credit reference bureau certificate.

The chairman must receive the application before 1 February 2022. Application must be sent on email because of Covid-19. The email is recruitments@wasreb.go.ke. The name “Chief Executive Officer” must be the subject of the email.

New acting chief executive officer

On 13 January 2022 the board appointed Mr Joseph Keter as the acting chief executive officer. He replaces Mr Peter Njaggah. The board appointed Mr Njaggah as the acting chief executive officer when Mr Gakubia left in May 2021. Mr Njaggah is the firm’s director for licensing, standards, and advocacy.

Mr Keter served as administration secretary in Water, Sanitation, and Irrigation ministry between 2017 and 2021. He has over 30 years experience in administration in Interior and Coordination of National Government ministry. Mr Keter rose from a district officer to a county commissioner.
