Water Resources Management Authority is the lead agency in water resources management. Its duties are:
- Catchment and sub-catchment planning, management, protection and conservation of water resources. Support and facilitation of Water Resource Users Association (WRUAs), and engagement of civil society/state and non-state in the management of sub catchments (financing through Water Services Trust Fund).
- Planning, allocation, apportionment, assessment and monitoring of water resources.
- Issuance of water permits. Water rights and enforcement of permit conditions. Regulation of conservation and abstraction structures.
